Why these documents matter
Chapter Six of the Constitution of Kenya sets leadership and integrity standards for public officers. Public bodies ask candidates to show they meet these standards. They do this by requesting a set of clearance documents.
Many NGOs and private employers now ask for some of the same papers. If you plan to apply for public roles, treat these documents as part of your standard job kit.
The documents commonly requested
Each job notice sets its own list, so always read it carefully. The usual set includes:
- Certificate of Good Conduct from the Directorate of Criminal Investigations. It involves fingerprinting.
- Tax Compliance Certificate from the Kenya Revenue Authority. Your tax returns must be up to date.
- HELB clearance from the Higher Education Loans Board, whether or not you took a loan.
- EACC self-declaration form, submitted to the Ethics and Anti-Corruption Commission.
- Credit Reference Bureau report from a licensed bureau.
Some notices add others, such as registration with a professional body.
Start early
The biggest mistake is waiting for the shortlist. Each document takes time to process. Some depend on others. For example, tax compliance requires your returns to be filed, including nil returns for years without income.
If you are targeting public roles, get the full set before you apply. Most clearances expire, so check validity dates and renew in time.
Avoid fraud
Each issuing body charges its own official fee. Pay only through official channels. Be wary of agents promising to "process" clearances quickly for a fee. Forged clearances are a criminal offence and can end a career.
Know what they mean
Having your clearances does not mean you are hired. It means you can be considered. Missing one by the deadline usually means you cannot proceed, however well you interview.
Act this week
Check whether your KRA returns are filed. If not, start there, because backlogs take time to clear. Then list the remaining documents and note which ones you already hold.
